Yes you have to open access to the ixal beastmen dailies which requires only to have a crafter tool equipped. You can be level 1 and still access the quests. Are these the i70 gloves or the i6 (?) gloves that you’re referring to? Last I checked, the i70 gloves required you to have a certain reputation with the Ixal before you can purchase them.
